How a school makes AYP

 


 
What groups are included in the test data reports and which ones are required to achieve Adequate Yearly Progress (AYP)? The groups with ‘Yes’ are required to make AYP if they have at least 40 students.

What test is used for AYP determination?
In 2006, the DC Comprehensive Assessment System (DC-CAS), a nationally normed test, was adopted by the District. Prior to 2006, the Stanford Achievement Test (SAT9) was used.

All subgroups required to make AYP for test data must 1) reach or exceed the 95% tested target 2) achieve the proficiency targets shown in the table below and 3) maintain 90% attendance.

Safe Harbor is for groups of 40 or more “Full Academic Year” students that tested at least 95% and did not meet the proficiency target. These groups can make Safe Harbor, and AYP, if they reduce the percent not proficient the previous year by at least 10%. For example, if an elementary school had 10 percent proficient (i.e., 90% not proficient) in SY2003 they would need to have at least 19 percent (10% of 90 added to the 10 percent from SY2003) proficient in SY2004 to make Safe Harbor. Groups do not have to have tested 95% in the previous year to make Safe Harbor.

What are the criteria for a school, LEA, or the state to be placed in improvement status?

The school has to have at least one group fail to make AYP in a category (i.e., Reading, Math, Attendance, or Graduation Rate) for two (2) consecutive years to be identified as “In Need of Improvement, Year 1.” If it fails in a different category each year the unit has not met this criterion to be identified.
How can a school, LEA, or the city stop being in improvement status?
The school has to make AYP in the problem category (i.e., Reading, Math, Attendance, Graduation) for two consecutive years.
